Missing shipping methods: “Sorry, no quotes are available for this order at this time.”

This message may appear in a specific case, which is:
1. Available shipping methods are limited to specific countries.
2. The default country for tax settlement is not on the list above (Admin Panel> Stores> Configuration> Sales> Tax> Default Tax Destination Calculation> Default Country).
3. Going to the shopping path without specifying the delivery address.

Solution is quite simple, just set up Default Country for one that is specified in available shipping methods
